What is this Kirby Law I see a few posters referring to in other posts? TIA

that would allow universities 90 days to respond to freedom of information requests where it was 3 days and still is for everybody else. He felt this was needed to protect recruits whose name and information are publicized a lot. Skeptics felt he was more selfishly wanting to protect his recruiting classes. Other states and universities have adopted this practice too. I didn't realize Clemson had and don't totally understand how it pertains to this particular case.

Georgia made a dumb law to protect UGA from a non-problem
The state made its Open Records laws more convoluted in order to protect the Bulldogs' recruiting, but is there any evidence any rival was taking advantage?
