As long as he comes set after the two twists he's good. He can't do it with runners on though***

Balk rule was created to not deceive runners.

Some pitchers are now using the “no runners on base” loophole to deceive batters. Need to consider a no runner on base rule where a balk is penalized by making it a ball. More than one reliever for the Dodgers does this. Pretty sure the pitching coach encourages it.
