I doubt the NCAA is this smart, but perhaps they decided to say, okay you want this crap, we'll let you have it and prove what a mess paying college players will create....
NIL is casually wrecking college football and it is just starting.

Outside of federal intervention, the only solution that would work is Power 5 conferences agreeing to some set of parameters around the portal and NIL. I wish the Power 5 would make a clean break from the NCAA and govern themselves in regard to football. Why should an AD at Slippery Rock U or Mizzou Valley SW St sit on a committee that makes decisions regarding Clemson or Alabama football? I doubt any of that happens in the foreseeable future given the current disagreements the Power 5 has around CFP expansion, poaching teams issue, etc. One can dream...

Slippery Rock isn’t causing the problem. The P5’s are. Maybe guidance from Slippery Rock would help.
I think there is going to need to be a DI+ of about 5 contenders and maybe 25 delusional wannabes. Then a regular DI of schools that agree to close regulation of NIL and portal. If the SC law were used everywhere and actually enforced by somebody, the problem would very nearly go away because not more than 20 or so players nationwide actually have NIL’s that are worth much of anything for advertising (especially without using any reference to a team). Nobody knows them.
So if schools turn in some fat cat boosters who do phony NIL pay to play schemes and the guys get time, the problem vanishes instantly.

Real college football was scrapped about 100 years ago. There was a time when college students played football instead of football players pretending (mostly) to be college students. This is where that finally ends up. It is now played by guys who are offended that anyone even thinks a college scholarship has value. No interest in even pretending they are really students.
So I’m all for just starting over. If you can get accepted like everybody else you can go to school. Pay for it yourself or get some benefactor to do it. Once in school you can go out for football and play against other schools. No scholarships since scholarship football is oppressive and similar to slavery. It would be athletic students versus the other guy’s athletic students. Best team wins. Not about whose boosters bought the best players.
Oh but what about the great, blue chip but sorta stupid players? Well they can go to one of the hundreds of schools that cater to dumb kids. Or maybe do something worthwhile instead of pursuing a dead end football career paired with a diploma mill BA. If they don’t go to college at all, well, not sure what they do till they are strong enough to go get cut by the NFL.

train these guys. Only those who want an education should be college players. For decades I believed college players should be paid but this was not what I expected. I expected the colleges to do the paying from athletic funding.
What we have now seem to be destined to destroy college football.
