for who actually knows about those things. Do a preferred walk-on get any scholarship help toward helping to pay for school?

Not unless they qualify for other forms of aid such as an academic scholarship, pell grant or lottery scholarship.

I am pretty sure they have to pay the out of state tuition also if they are not from SC.

Not necessarily. They can use the academic common market. That is why you heard baseball talking about expanding the ACM. It gives students a way around having to pay out of state tuition.

A PWO doesn't receive any athletic scholarship money...

at least for the first year. Although, as someone else mentioned, other sources of financial aid may be available.
A preferred walk-on offer basically means the coaching staff wants a kid on the team but, for various reasons, can't offer any athletic financial assistance (at least for the first year).
Preferred walk-ons will have the opportunity to earn a scholarship for subsequent years, but that's not etched in stone or guaranteed.

They are guaranteed a spot on the roster as regular walk ons are not. As with all walk on players (Renfrow, Spiers, Rencher, Heugal, so on and so forth) they can earn scholarships over time. I imagine the punter who committed yesterday will be put on scholly once Spiers leaves after this season as long as he comes in and does what is asked of him. Right now, Spiers and Swanson have a ship which is probably why he is a PWO, for now.
