A player should be allowed to only transfer one time during his eligibility unless it is a hardship case, and i mean hardship. The conference commissioner would have to approve all hardship cases and there would be detailed circumstances which would have to be met. If all of the criteria was not met, no transfer. One hardship transfer per lifetime and person granted a hardship transfer has to sit a year. If it's a hardship, they need to take a year off to get their chit together.

It’ll stink for the fans (I’m a fan), but the first legal challenge to this new NCAA portal window proposal will wipe out that window. That challenge, which sure as the sun comes up, to the new NCAA portal window will end up having a further damaging result.
It will end up being illegal to have a portal window if any kind that conflicts with the window of admissions for any college which has a broader period of time for when transfer students are allowed to enroll in that new school’s.
The NCAA is bewilderingly dumb and reactionary.

Athletes are not the general student body and there are rules which government athletes and not all students. So, I don't think that cause will fly. Having this new rule is no different than the current rules in that there are restrictions on entering the portal. I think the NCAA is safe on placing restrictions on the portal as long as those restrictions do not prohibit or restrict a player's ability to market his athletic talents.

I would certainly prefer that over the current dates.

They are students. How does an engineering or English student transfer in mid semester? They don’t. These are students and can’t just walk onto a campus in March. At some point we are going to have someone walk across the field at halftime and transfer in the middle of the game if this keeps up
