So what. There are no dayum NCAA rules about anything anymore. Wait for the challenge from the NCAA then use their favorite tactic and sue the NCAA for lack of program control, i.e. recruiting control.
This includes NIL tampering issues for players in high school, already on scholarship and in the transfer portal.

The states control NIL through legislation but if the NCAA wanted, they could control the tampering and transfer portal issues.
