Bag Man Question(s)

Many of us on this board are old enough to know what the "bag man" means, but for you youngins, it was how many/most/all colleges attracted the top players. A person, most often a male booster, would show up at the kid's house or a parent's job, and - literally - hand them a bag or sack of cash. This "secured" your commitment to a school.
So... What I am wondering is... if the cap money - NIL or Revenue Sharing - is not enough, can't the Bag Man just make a visit to close the gap from the off the record agreement? If Johnny is a Top QB and he's on the books for a few million, what's to stop a booster from slipping him another half a mil or a whole million OFF the books?
I mean, the kids are now "legally" getting paid for their Name, Imagine and Likeness, but the really BIG boosters (looking at you Miami) have never given a lick about the rules. Why would they suddenly start now?
Now, I understand that a LARGE majority of the boosters would be giving to the Collective to LEGALLY pay the players, but everyone has "somebody" whose pockets are a bit deeper and are willing to "help" in order to feel like they are part of the program.
Thoughts?

I prefer hundred dollar handshakes a lot classier than a crude bag of cash!

I'm old enough that the football players were getting $20 handshakes (circa 1990) after games.

Trying to regulate free market enterprise is like trying to make water go uphill.
You can have some success, but it will take constant external energy.

One of the biggest bag men were located in Rock Hill and funneled money to USuC to try and buy players.
