If we our submitting today, with hard copy of the plans do I need to make trip Morrisville? I’m free to do so just wasn’t sure if I need to go to the office to print out our calcs and such.

Me: Hey, I need you to look at the last submittal we had and do the EXACT SAME THING, but update it for the new project.
Him: OK, I can do that
Me: We need to print out the plans, but an abbreviated set, the EC reviewer doesn't care about Structural Plans, etc. Check the last submittal and mimic what we did there, ask me if you have questions.
Him: OK, but I don't know where the plans are.
Me: (Me, fuming because this is what I asked him to do 2 days ago) Shoot [name redacted] a message, she holds the latest plans that went to contractors Friday.
Him: Oh yeah, good idea
Me: Are the calculations online so I can review them before submitting?
Him: Yes, in the folder online. I should be able to get this done today.
Me: Sounds like we are not submitting today.
A bunch more bullchit back and forth, we might be on the same page now, he has a couple tasks to complete which he should have already, so we will see where this goes.

You misused the word "whence".
Whence means "from where" or "from what place"; so when you say "from whence", you are essentially saying "from from where". "Whence" implies a "from" already; so preceding it with "from", although commonly done, is redundant.
You aren't the first person to do make this faux pas. Dickens, Shakespeare, Twain, and even the King James Bible are guilty of this.
Maybe "misused" is a bit overkill. It is such a common mistake that it shouldn't be considered a misuse. I just wanted to show a fellow linguistic intellect that he ain't the only cunning linguist in town.

The fact is that both the phrase and the bare adverb have been used for centuries, and there is nothing wrong with either. Whatever the condemnations that sometimes are made, from whence is well established, and you should feel free to use it, or not.

He's zoning out after the first task.
Send him a numbered email with the individual tasks you want done, with a due time and date after each thing. That will eliminate any confusion.
And when he doesn't have one done, at like 2:15 for a task due at 2:00, ask him where "task number 2 from the numbered list" is. Then ask about number 3 etc. If this is a continual issue with him, then it also sets him up for getting rid of him with the HR folks.
Think of what you have to do with your kids, then just throw engineering stuff into the mix. Wait, scratch that, because your kids would probably have figured out the end goal by now and just done it all. Anyway, try what I said.

that easy. I can't just fire someone. First it starts with this kinda stuff, then there's a PIP (performance improvement plan) where I have to make it so uncomfortable for him by doing the same thing I outlined in that email for EVERYTHING he is doing, that normally they just whine to their coworkers how much of a d!ck I am, and eventually quit. That's the goal--to make them quit on their own, so that the company doesn't have any potential liability or getting rid of him. And also document the date and time of every conversation I have with him, which is more mind numbing, but also required.
The messed up part is this does nothing to fixing their real problems, so the next employer gets the same crappy employee, who won't stop talking about how much of a dealdo his last boss was.
