similar to concealed carry permit. Must have a mental health evaluation.
Bring back the loony bins. We need them.

Looney bins were funded by the states, back when state

taxes were higher than federal. States can't afford looney bins anymore. Neither can Uncle Sam.
Today a majority of homeless people you see waling around talking to themselves, or crazy people who end up killing someone, in the past they would have been housed in the South Carolina "Lunatic Asylum". Today they're free to roam the streets, or shoot up post offices and schools.

by 60% or so, and states raised taxes accordingly, sure we could.

whatever but they served a purpose, and were actually more humane than the streets of Columbia sleeping on boxes, or a homeless shelter. But the requirements for institutionalization today are basically so strict that most people who need them end up committing crimes or suicide before ever qualifying to be admitted to one. Just one of the many things states used to do, and fund, that they can't anymore.

We definitely need better mental health treatment

But not everyone who commits these shootings pings on that radar. At least not before they do it.
And background checks may help stop some of this, but that's not going to be a catch all. Many of these shootings were committed with perfectly legally obtained firearms. And then several weren't which would have made the background checks a moot point.
I hate to be the one who says this--again--but sometimes bad people are just going to do bad things, and I don't really know we can fully stop it. Something is off with our society here and I don't really know we're going to pinpoint it.

But we should address what is addressable, right?...

and mental health system/funding is more than just school shootings. It's drugs, home stability, etc...
The mental health system in SC and GA is completely eff'd. I can attest to that with first-hand experience with my son. State and localities are totally underfunded and there is a huge shortage of psychiatrists in most areas. I'm not sure what the reason for that is. If you are a licensed psychiatrist, you could build a thriving practice almost instantly strictly based on supply/demand. Many/most of these practices don't even accept insurance and 15 min appointments run in the range of $125 cash. I'm not sure how most people at the lower economic spectrum swing it, frankly.
I really don't know why this isn't a bigger political issue in either state. I think one would find a pretty high level of support from both political sides for increased mental health funding at both the state and local levels as well as a complete system overhaul.

But I don't buy it that restricting access to guns through legal means more is going to do that. Nor is the "mental illness" thing a catch all. You have to know they're mentally ill first.

heller specifically allows the government

to ban military style weapons and high capacity magazines. Likewise background checks and waiting periods.
The NRA won, the 2nd Amendment has been recognized as an individual right and even incorporated against the states. Heller is the NRA's crowing achievement. I don't understand the continued need to push the envelope - the NRA and the GOP stance is now hurting the cause.

but if we can't even get ERPOs, and where there are ERPOs, nobody initiates them, then how is mandatory psych commitments going to fix anything?

I came across this doing some background research last night

Pretty disturbing/damning about Nikolas Cruz's behavior -- that went unreported. I realize that there is a limit to what LEOs can do with behavior that is deviant but not criminal. But this is where ERPOs are especially helpful. They provide a tool to intervene without arrest/commitment, while (when constructed correctly) provides due process for the target to restore his constitutional rights. I'm guessing in almost every case where an ERPO could have been used on a mass shooter, he would either have failed to establish grounds for restoration, or just let it go.
