Just prop grandma up in her rocker for Christmas. If someone asks why she doesn’t say much or what’s that smell, just say she’s been “very still” for the last 6-7 months.
This will cut down on both Covid deaths and mortality rates.

Mobilize all federal agencies to test everyone in the country. We've got 120,000 dead, we can engage in another Manhattan Project to get rid of this virus. Make sure everyone infected is quarantined and make wearing masks and social distancing mandatory in every state.
According to the experts, testing, identifying, quarantining, and social distancing and masks will get us ahead of this virus and stop giving it places to spread.
Simple.

Nope, no govt. manhandling. But there is a critical element missing from your argument. Sane, rational people are not going to GO anywhere because they fear the virus.
Look at the Trump Rally, people are afraid, justifiably so. Approval for Trump handling the Coronavirus has dropped to 36%. People are afraid because nobody's in charge. Open up all you want, but a sizable part of the population isn't ready to go back to normal.

The Highest level yet is still less than 10% of our population. At this rate, November? December when you test everyone?
We're seeing an increase in hospitalizations is 7 states and 21 states say they're experiencing the highest case rate since the Pandemic began. Where normally 9%-10% of the people tested show positive, the rate has increased to 25% in some states.
