My opinion is that if a QB has the size, and a good throwing arm, he can get with a good QBs coach, and learn how to do everything that needs to be done to be a successful QB at what ever level they are playing in. They don't have to have a long line of successful QBs in their DNA, just an overwhelming will to put in the work with a QB coach that knows what is expected from a quality young QB....
