... why was the play not blown dead at that point?

If the play was whistled dead there would have been no need for the Syracuse player to lower the boom on a stumbling and basically defenseless TL who was going to the ground anyway.

1) lost his balance
2) lost track of sideline
3) lost track of defenders
4) lost track of his receivers
5) defender did not see him step out
6) TL continued to run like he was in-bounds

The question was why didn't the ref blow the whistle.

The refs usually let it go if it's close and rely on replay. Blowing the whistle would have stopped play and would have looked bad if replay showed he didn't step out.

Are complaining about the hit. There is No Way the Cuse kid could see he stepped out of bounds. SMH.

Yea, but that's not what is being asked here. The OP is saying he stepped out of bounds twice before the hit and if the referee had blown the whistle, the Cuse defender may have pulled up, resulting in TL never taking the hit that knocked him out of the game.

I noticed the refs were terrible about blowing the whistle all day if we're being honest. They were letting piles get pushed backwards for 3-4 seconds before blowing the the play dead. It was really poor officiating and it resulted in an injury to our QB.

Summary: the ACC continues to put out a horrible group of referees each year.

Play was moving quickly and he didn't step a whole lot out of bounds nor do I think refs saw it as Syracuse coaches were pointing where he stepped out then momentum continued to carry TL although it was obvious he was falling and the defender was "going low" to stop him but still forcible contact to the head/neck area I was expecting a targeting.

Yes ... and my question was why the play wasn’t whistled dead when he stepped out of bounds, not why the player hit him. The official was right on top of the play when TL stepped on the line.

It was his own fault that he got hit like that. Did he think he was going to magically run for the first down? He should have thrown it away or just ran out of bounds. Please stop complaining about it.

Refs won’t call a close one like that, no way to see it real time and generally there’s no harm letting a play run. As to people saying it was a cheap shot, they’d ridiculous. Lawrence was stumbling but really lost his balance and tripped in the last step or so, causing him to lunge forward, the Cuse kid just stayed at the same level and popped him. Sometimes, stuff just happens. If it was one of our defenders nobody would say it was a dirty hit.
