NCAA considers all of these to be NCAA tournament games between NCAA tournament teams.

They are the only ones.

Most everyone else rightly refers to them as play-in games. I don't get why the NCAA doesn't break free from denial and seed 17 teams in each region, with the 16/17s playing in the so-called "first four." It is not really fair to make higher seeds play an extra game while the 16 seeds are given a bye to the "second round" or whatever BS name the NCAA has given it.

Because its a play on "Final Four" and "First Eight"
