Yes it is a workaround to the scholarship limit. I believe this will be the one issue that gets NIL rules changed. The teams with a lot of NIL money available can load up on 50 elite players every year. Half of these players will be listed as preferred walk on with NIL funded “scholarships”.

What blue chip kid would be OK with not being on scholarship...regardless of it being semantics, too much ego in the world today, not to mention if you have all 4/5 star walk ons, there will be a lot of highly rated players not playing... not gonna matter for what you are talking about, but will be nice for walk ons.
