Yes, he can block the plate. If he's awaiting the ball, he needs to leave access for the runner. The play was legal...just the replay official can't legally drive without glasses!

Why does only the replay official have final say? It seems the game crew should have a say. Replay is to help get the call right...the plate ump (or any ump) isn't trying to get it wrong.

The game crew did have a say by making the on-field call,

even though replay was clear that the runner never touched the plate. There was 2 inches of dirt between the runner's toe and the right corner of the plate.
