Tell me what you'll do with our soldiers. Tell me what you'll do with our judges. Tell me what you'll do about Cabinet department regulations.

They can push agendas though, and Congress can back them. That's what happened with Trump. His policies he pushed with Congress increased spending.

"they made me do it" excuse. Presidents should give advice to Congress about what should be done, and that's why I said their opinion matters. But it's Congress's job. And the President's opinion, or even "instruction" to them, does not absolve them of that responsibility. And it does not make it his responsibility, either.

a budget, to lead the direction of the country and Congress, and to veto bills.
The President may not directly "control" the budget, but they sure as heck have a huge degree of influence...not to mention be over all of the departments that spend and request the funding.
