What are the rules regarding punt plays

Watching the UAB / Jville st game and Jacksonville st punted the ball and had a player touch the ball within the 5 yard line, then another state player accidentally sent the ball back into the end zone and they called a touchback.

I always thought the ball was dead at the spot where the punting team touches it?

the official blow the whistle. It was illegal touching but the ball wasn't downed. I didn't see the whole play, but just because the kicking team touches the ball it doesn't become dead. In fact if it isn't downed the receiving team can pick it up and run. It is a totally no danger for them for even if they fumble they will retain the ball because of illegal touching by the kicking team. Last year one of our coverage men just tapped the ball with his foot thinking that downed the ball. Fortunately the other team did not take the opportunity to try and advance it.
