Why no "targeting" on Watson's first TD?

Rewatching the game...on Watson's first TD, after he was in, very late in the play, a chicken defender leaps over the pile and gives a forearm to Watson's head. At least it was a very late hit. But by the rules it should be targeting...
player launched...check - he jumped over the pile

aimed for the head neck area...check - it was the ONLY aiming point given the pile and the defender's position on the field and Watson's position

force of contact with head/neck area...check - again that was the only place to make contact, and contact was made helmet to helmet and with thrown elbow.

Yes, I know targeting on this play would be a BS call (late hit is valid) but it is no less BS than the call against Anthony.

tese targeti9ng calls are ruining the game as we know it. Next we'll be playing flag football. They really need to restrict targeting calls to clear cut infractions not these ######## calls.

I mean other than the call itself, was the speed with which it was upheld. I just don't know how any sane person can watch that film and see anything remotely like "forcible contact" to the head and neck area.

But, targeting doesn't apply to a ball carrier on a run, or a receiver with the ball after he has established himself and is no longer "defenseless".
