Why Can’t we have a game plan

A game plan that just completely comes from nowhere, no film on it ?
I mean we have top 10 classes and plenty of weapons. Throw the kitchen sink at the Pusspack.

Thing is we don't even need an entirely new game plan, just a few new wrinkles the defense hasn't seen before. This should be happening on a weekly basis but it rarely does. We certainly don't have issues making this happen with our defense so why does it seem so impossible to achieve with our offense?
