Seems like simply having to maintain eligibility for that length of time would result in passing enough courses to earn a degree.

That's 6 years.

I have a very dear close friend who completed 12 semesters and was still not eligible to graduate. He had to also complete 2 summer sessions in addition to those 12 semesters. So methinks it is very possible.
