Solution to Baloon and Turtle Holocaust Concerns

Why can't we release the balloons as usual and then have the OCULUS use it's multi-phase orange laser beams to eradicate the balloons at say 1,500 feet? I know that has to be on the facility upgrade list. Then all the litter control coot convicts can police them up.

What we need if we can not have the balloons is a fleet of mini drones that are computerized that the students on the hill launch as the football team runs down the hill. Solves two issues at once. The technology is there saw it during the Olympics.
