I asked a lot of females to do that for me in the 70’s in high school. I never was charged with anything

I doubt that asking that alone is illegal. Keep in mind though that currently this is only a civil case, and not a criminal one. I'm not sure if asking that is something a person can be guilty of in a civil court or not, but I could see where the situation would matter.
I do believe the question could cross into a potential criminal offense though whenever you actually expose yourself to the person while asking them. Obviously, proving any of that would be very difficult, but it could be some sort of illegal action if it could be proven. I'm not sure if that illegal action would be considered as assault though, or indecent exposure, or whatever though.
