Nah, this is a mess and comes down to the details in the contract. I still hold out hope it gets built because the eyesore is much worse than the traffic nightmare if it does come.
As of now, the utilities and roadway to the site are not near what they need to be so there is MUCH work to do. The City couldn't sell the bonds to cover the Civil work and couldn't/wouldn't use reserves to fund the work. Now come the lawsuits and hopefully a peaceful resolution where the billionaire sticks it further in the local taxpayers to get his revenue generating site built for him cheaper.
If the City was selling bonds, say $225M worth, and Tepper was to buy them, then he would make even more money on the deal. $225M to him is nothing but I am sure there is risk and possibly rules against buying public bonds to fund your own private endeavor. I do not understand this part of it at all.

The only upside at the moment is that the I-77 interchange at the property will continue and make the site more developable if the panties leave RH altogether. Charlotte sports franchises continue to disappoint and underwhelm me. They can all burn in Chester for all I care.
