to everyone, that players & coaches would be strongly encouraged to be vaccinated. Then, anyone who has been vaccinated, shouldn't have to be subject to contact tracing protocols.

Started on May 1, NCAA protocol exempts players, coaches and others

From COVID-19 testing if vaccinated and showing no symptoms. Otherwise testing every other day during Championship event.

Some businesses returning to normal office hours have similar requirements for employees and visitors including contractors and sales persons.

Don’t have any knowledge on details of how the protocols were administered in Omaha.

Decisions have consequences and in this case the consequences were foreseeable, evidenced by written procedures.

That is correct. I think the number was 16 unvaccinated. I seem to recall seeing a tweet that said 2 were definites, and then 14 tested positive on the initial test. I'm guessing that likely means they all got exposed to the delta variant from one of their teammates.
