As for "hate crime" - I don't know...did he rob them? Or just attack them and leave?
The news keeps referencing a surge in violence against Asian Americans...where is the data on this? Obviously the three incidents noted on this article are statistically insignificant.
Finally, the article referenced a man just leaving when the guy started to attack the women. Shameful.

I looked up the FBI's Hate Crime statistics. Couldn't find anything for 2020 yet but did find 2019. It looks to me like the report you linked called out specific metro areas and the FBI is in aggregate (they might break it down by metro area also but I haven't looked).

The report you provided showed 1,845 total hate crimes in 2019 vs 7,314 in the FBI statistics. It would be interesting to see apples-to-apples here.
Looking at the data, I would say this is unquestionably a concern and something that would need to be addressed, but perhaps more localized? For example, NYC seems to have an issue. From 3 to 28? That is very concerning.
Also, I think it's worth putting into perspective the historical perspective. The chart on your link "Anti-Asian Hate Crime Incidents FBI Data (1996-2019) shows vastly higher incidents in the late 1990s than today (although it doesn't have 2020 data, so that might change).
Unsettling any way you look at it. Hopefully the areas that are seeing spikes can address it quickly.

And generally, FBI's about 2 or so years behind on overall accurate data. There is a chance their data won't exactly reflect the link I posted.

we should just think about that and nothing else. Lets just focus on how his mental health wasn't attended to and so these ladies were the victims. Its really not his fault, it was theirs for being in that part of town.
