Shipley Fumble

Why wasn't targeting called on the Shipley fumble. The defender ducked his head and hit the ball with the crown of his helmet. For the record I hate the targeting rules but if you rewatch the play it was the text book ducking of the head by the defender.

I thought the exact same thing. That was the definition of targeting ... led with the crown of his helmet and made no effort to tackle.
