SC DNR Boat registration question

So as a first time boat owner, submitted paper work in August heard nothing and check not even cashed; called this morning and they said might be a few more months. Is this normal?
Does anyone know of a different contact to reach out to then the regular phone number? Is this just another COVID related excuse not to handle things expediently?

I always go to a branch office (Clemson, James island, Columbia) to get anything done. When you depend on the USPS mail system in connection with the worlds most depressed state employees at SCDNR, nothing will come of it.

Also, are you PantheraTigrisTigris, or are you advance? I'd probably go by advance also because all that other stuff is far too long.
