Receiver is leaning/diving to make a catch. You, as the DB

are leaning/diving in to break it up. Nothing intentional, you are not trying to hit him in the head with your helmet, you're just making a football play and your helmets get together. It's just a bang-bang football play; nothing dirty. How in the #### is this wrong? How is this a penalty?

It looked unintentionally but he did hit his helmet crown to helmet. Unfortunate.

There needs to be an intentional aspect to the call when the receiver or runner is going down or lowering his head!

automatically lowers. It's physically impossible to prevent it. And you can't play football in an upright position - that is also impossible. If you bend forward and try to keep your face/chin up, you are putting you neck in an extremely weak, compromised position. It's very dangerous. I understand that intentionally or recklessly using the helmet as a weapon to punish an opponent cannot be allowed, the way the rule is written, interpreted, and enforced now is a total farce. It's nonsense, and it punishes innocent players for simply making good clean football plays.
