Because they were not scheduled to play this year in the ACC schedule. They decided to play each other anyway as a non conference game instead of both of them having to schedule other non conference games. All teams have this capability with any other ACC team (other conferences have the same option) that they aren’t playing in that years ACC schedule.

Wake and UNC are charter members of the ACC I believe and their rivalry goes way, way back. When the ACC went to two conferences they ended up separated and would not play each other as much. So they schedule these non-conference games to keep the rivalry alive.
