That's probably true but it's also true that you cannot construct a competitive model where players get to choose the team they play for and sell themselves commercially. Pro players are drafted, protecting competition. Numb skulls or people who hate competitive sports or unthinking "do-gooders" will kill the goose that laid the golden egg for thousands of athletes who have benefited immeasurably by receiving a free education and tons of other benefits while (for most) playing a game that they love.

Only reason states are behind this is potential tax revenue

I know some people would use “NCAA” as shorthand for the colleges that are members but enough people speak of the NCAA when specifically referring to the central function, so it’s worth differentiating.
