What kind of tree is this?

It doesn't have any leaves but these big purple flowers have
Busted out overnight.
Would like to know what it is so I can look up how to take care of it.

So it flowers in the winter and just has leaves in the summer?

Correct. Leaves come after the flowers. A little different than most plants.

So if I don't keep it trimmed back it will get very big.
Do not want that it's perfect size right now.
I wonder when I need to cut the tops off .
After it blooms or before or after the leaves fall off.

I guess you can treat it as a shrub but eventually it'll cause a problem. Option one would be to move it to another location and find something else that suits the current location. As you see it's deciduous and blooms early in the spring like a Bradford. The optimal time to prune plants would be during the dormant stage in the winter or before it develops buds for the spring. Having said that, I'll prune my azaleas after they bloom. You could could cut it like a hedge I suppose, but consider structure pruning. This is a selective form that attempts to maintain the tree like appearance of the plant. You may already know all this, so as usual, eat the chicken and spit out the bones.

With shrubs you prune things that bloom early in the year

right after they bloom. Things that bloom later in the year you prune in winter when they are dormant. Not sure if that hold for trees. My neighbor had a tree like yours in the middle of their yard and it is very big. Beautiful right now when it's blooming!

The leaves on it did look like a magnolia and the flowers a tulip.
So this is what I'm assuming it is

botanical name is Magnolia Soulangeana. It is always good to know the botanical name or you might wind up planting a beautiful "Silk Tree" (Albizia Julibrissin) known in these parts by the name of a Mimosa Tree!
