Kier can’t move his elbow into the ball. Also if the ball is close to the plate you have to attempt to move out of the way.

When you move into the ball or don’t attempt to move out of the way and are hit, it’s counted as a strike.

If you are ruled to have moved into the path of the ball then the pitch should be called according to its location. And that was never near the plate. At worst it’s a ball.

Nope. That’s incorrect.

That’s why Meredith was out. He had 2 strikes on him when he was hit.

Rule 4-section 7- part i (concerning what will be considered a strike)
Awarded if the batter is judged to intentionally make a movement to be hit by a pitch, regardless of where the pitch is located; or allows himself to be intentionally hit by a pitch that is not thrown within the boundaries of the batter's box unless it was not possible to avoid being hit
