What is the fix?

The biggest problem is that we are trying to answer that question. Every hour of every day when events like these happens, I see people propose the fix. Then other people say "that's not the problem".
We can only see real improvement when we emerge from the trenches we have dug for ourselves, and realize that solution A won't fix it, solution B won't fix it, and neither will solutions C or D. (I won't even define those solutions in this post.) Instead, we should think about the merits of A, B, C, and D, even if we personally think B is best, then we should work together to implement the best aspects of all of them.
The reason our legislatures can't seem to pass any reasonable reform to address the scourge of violence in this country, is that the focal point of the debate is always the most extreme version of A vs. the most extreme version of B, etc. No wonder we can't get 60 votes in the Senate, like that!
Every year, it seems like, we hear of the big budget battle in Congress. Both parties are saying how the other is trying to devastate the country by their extreme budget proposals. Sometimes it takes longer than others, but you know what? They always come up with something. They compromise. Why? Because they have to...at least that's the prevailing attitude. What I'm wondering is...at what point will we feel like we have to pass something that could help prevent these awful events, and execute the compromise necessary to do it? I'm asking myself...am I willing to sacrifice some of my personal views and opinions, if it could lead to fewer children bleeding out in a classroom, or innocent shoppers being gunned down?

Congress has never "come up with" a spending cut

At least this century. I just proposed, and executed, about 10% spending cuts on household spending in Casa Tiggity. These were extreme measures, and are taken taken from time to time upon audits of expenses. It's not a tight budget thing, it's so there never is a tight budget.
In Congress the choices are Party A wants to spend $200 billion more than Party B (extreme overspending). And Party B wants to spend only $500 billion more than revenue (extreme spending cuts). So they "compromise", split the difference, and settle on spending $600 billion more than revenue. It's a beautiful system. Really, it is.
You want solutions? Wont' happen with Congress.

If you zoom out, and keep the same mindset, then the political process isn't "the" fix, either. I agree with that completely. But I chose to "zoom in" on the political aspect in my post.
I do not agree with the attitude of resignation toward Congress and its ability to help solve problems in this country. I'm not gonna make a list here, but many, many laws and regulations have been passed that have helped this country. The list of those is a whole lot longer than the list of laws that have hurt. We take for granted the good laws and regulations, don't think about them, but we reap their benefits every day.

The States should handle it, however they see fit.
The fed gov't has three jobs: provide a national defense (this includes the border), regulate interstate commerce, and act on behalf of the states on international issues. Period.

should not need to fix anything, just follow existing law
example, we have not had a budget in over ten years
a continuing resolution is not a budget

there is already a process to make changes "fix" most anything
politicians are too lazy to follow the process
we the people are too lazy to force politicians follow their own laws

We just need stricter schools, teach the Golden Rule, have day care and after school programs funded, more counselors, more cops, maybe longer wait time to purchase a gun, and raise the age. Then just let the chips fall where they may.

Why do you want a fix? You are getting the fundamental transformation of the USA that you voted for with Obama and now with Biden.
