He doesn't have that record. Dabo and Venables do, and he gets partial credit though he was second fiddle to Scott. But since he's been running the show, the offense has tanked.

Tony has been the OC since 2015 and he never took the "back seat" to anyone. He calls the plays. Sometimes Dabo intersects as any head coach can and does, and Jeff Scott was coaching WRs and had input into the plays but was never the playcaller.
Secondly, we played one full season without Jeff. In that (2020) season we finished 10th in total offense and 6th in passing offense. The passing offense was the beat (ypg) in Clemson history. To say, "the offense tanked" is completely innacurate.
In 2021, we have had problems at QB and OL. The QB has had a plethora of fundamental issues and the OL has played only two games with the same starting lineup. And they are young. We very clearly have had execution issues and not schematic issues. The offensive issues this year have had NOTHING to do with Jeff Scott leaving. He's been at USF since 2020 and has won a total of 3 games in two seasons.
Everything you stated was made up in your head. Tony Elliot has always been "first fiddle" and the offense has never tanked due to his playcalling.

Tony and Dabo are able to move on from big cinco and also able to find some receivers who can both: - catch the ball, and - stay on the field for more than a play or two

Hate to break it to you but TE was carrying BV for two seasons before this one. Sure BV did a great gob with what we had but we were missing a lot of spots, especially up front. It ebbs and flows.
