Thoughts on Targeting Penalties and Late Hits on the QB

When they went to the new Targeting rule, you could argue it was harsh, but its hard to argue it wasn't necessary. The threat of ejection forced current players at that time to immediately stop old habits of launching/leading with the helmet, and forced coaches to change the way they coached tackling so kids would be taught new techniques from an early age. And in this, they succeeded: targeting penalties today are rarely if ever the result of malicious intent. They watch a slow motion replay 10 times and end up ejecting a kid on technicalities for doing nothing but playing the game hard. Its a good rule to have in place, but the punishment can go back down to a normal penalty, and they need to take a look at what they did here and apply it immediately to Late Hits on the QB/Roughing the Passer.

Suffice to say, a targeting penalty without intent getting you ejected is bad, but the dirtiest hit imaginable on a QB resulting only in a 15 yard penalty is worse. I think if the targeting rules applied to dirty hits on the QB: a) the threat of ejection would be a deterrent. b) the punishment of ejection-if the review is upheld-would fit the crime. c) On the flip side, the ticky-tacky calls on the QB that we're all familiar with that extend drives now would be reviewed and the flag could be picked up.

This is the most subjective rule ... with good intent, but inconsistent rulings ... I don't know the answer but something had (and has) to change.

It has evolved into a better safe than sorry ruling. Mix that will the emergence of dual threat QBs and the RPO ...

There is no easy answer on any of this. Liability is a major factor in this rule (look at what the NFL is going through). The NCAA literally has a staff of attorneys who are very much involved when they make modifications to this rule.

I think a part of the problem is the name. Targeting - it's an action verb. It sounds like it has to be deliberate when it doesn't. It's really like the facemask sometimes. Make contact with the crown and that's it. no questions asked.

I think it also should apply to running sacks who lower their heads as a ram when they go into the line or line backers. Head to head hits should be targeting period.No one can determine intent even sec refs
