The rule is... the clock is started after ball is set.. after an offensive penalty..

Except for in that situation the clock would not run, which I believe the referee said.

At least the announcers mentioned that the clock wouldn't start.

Petrino told CBS he called a timeout because he thought, after the penalty, that there would be a clock run-off, so he would need to call a timeout going into the third-and-long. And in an interview after the game, he seemed to still think that was the case. However, the referee said during the game that there was no run-off, and Louisville did not need to call a timeout.

I don't know the official ruling from today, but I know Alabama used this strategy to burn the clock and beat Arkansas last season. Get a holding call and the game clock starts once the refs set the ball.

On Monday, the SEC issued a statement on a mistake made by referee Penn Wagers at the end of Alabama’s win over Arkansas. After Alabama offensive lineman Arie Kouandjio was flagged for a false start with 1:01 remaining in the game, the officials mistakenly continued to run the game clock instead of stopping it after the penalty, according to SEC spokesperson Chuck Dunlap.

Instead of starting on the snap, the clock ran in advance of Alabama’s third-and-seven play. Arkansas got the stop, but the clock ran out before Alabama had to run a fourth-down play. Had the clock been operated correctly, Arkansas would have had a chance at a punt return and at least one last play before the final whistle. With the rainy conditions on the field, there was a chance for Arkansas to make a big play to win the game.

Dunlap did not say whether or not Wagers would be reprimanded for his mistake.
