We hired him a couple years removed from high school and, after one year, make him the highest paid coordinator. Shouldn't CU have put a time requirement on his contract and a no-compete clause to keep him from going to another ACC school?

The non-compete probably would have been a good idea, yes. A little surprised that's not a clause.

There is no clause. Very short contract too.

That isn't the contract. That is an amendment to the original contract. As you can see it cites parts of the contract and then follows with what they should be replaced with.
