The leave is meant for people that were using up their regular and sick leave for Covid related issues. For example. If you were in close contact with someone that tested positive and you were put on quarantine (not by choice), caregiving of a family member (with COVID), etc. There was an emergency leave provision in the earlier stimulus packages as well, but that provision expired on Dec 31. It is a continuation of that until Sep. It is not 15 weeks of leave that can be taken for any reason.

Yeh, we get $1400 while Fed employees can get up to $21,000.
That's roughly 7% of what Gov gets for common citizen Covid19 relief.

I heard a stat that the $1.9 Trillion Dem bill they passed has only 9% TOTAL for Covid19 relief and 91% PORK to pay off their constituency.

That's a BIG SAUSAGE!!!
