A few things - based on your group 1 rankings

I think the 4 ACC games are GT losses to UGA and Ole Miss, BC loss to ND and Pitt loss to UT??? Not sure that that is a very good way to compare anything. Secondly, the ACC plays about 10 games against the SEC. How many do the other P5s play?. What is the record of the ACC in direct comparison with the B10,B12and PaC12 and what were those specific games?
I think the Big12 and B10 have better top teams this year than the ACC - not sure beyond that. I think the ACC could be on par with PAC at the top but the PAC I think may be deeper this year.

ACC Wins against SEC: FSU over LSU and UF, Wake over Vandy
ACC Loses against SEC: UT over Pitt, TA&M over UM, Miss over GT, UGA over GT, UK over UL, USC over CU
ACC Wins against Big 10: Duke over NW, Syracuse over Purdue
ACC Loses against Big 10: Rutgers over BC, Illinois over UVA
ACC Wins against Big 12: Pitt over WVU, NCSU over Texas Tech
ACC Loses against Big 12: Kansas over Duke, WVU over VT
ACC Loses against ND: UNC, Syracuse, CU, BC
My original numbers were incorrect. Instead of 6-13 against power 5, the ACC was 7-14 (33%). Even though ND is not a Power 5 school by definition, it is considered equal to Power 5 schools.

against each - no way to tell which of those 3 conferences are truly better. No games against the Pac 12. Not a lot to gain from that and shows there is no real way to rank those 4 conferences. I don’t think there is any doubt the SEC is better than the ACC this year but that probably holds true if they played every other conference as much as they play the ACC. The fact is the footprints of those 2 conferences overlap more than any other which leads to more games. I wish there were more games scheduled across the other P5 conferences.

A good way to somewhat compare the ACC with the Pac 12 is to compare Notre Dame game results. Notre Dame was 4 - 0 against 4 ACC teams with an average record of 7 - 5 by an average score of 41 - 23. Notre Dame outgained those 4 ACC teams by an average of 187 yards per game. Notre Dame was 1 - 2 against 3 Pac 12 teams with and average record of 6 - 6 by an average score of 22 - 24. Notre Dame was outgained by those 3 Pac 12 teams by an average of 37 yards per game.
Notre Dame has currently won 28 straight regular season games against the ACC. During that time period, Notre Dame was 28 - 2 against the ACC, 0 - 2 against the SEC, 1 - 1 against the Big 12, 4 - 2 against the Big 10 and 7 - 2 against the Pac 10 in regular and post season games.
