Promotion/Regulation to save the bottom of the Power 5

ACC, Big 12 and Pac all have the same problems:
1. A few top brands with a lot of mouths to feed/pay
2. Non revenue sports that need a regional conference
3. TV partners who want content but do not want to pay a premium for small market teams

To fix these problems, I propose an agreement from the ACC, Big 12 and Pac to form the National Collegiate Conference and compete with the SEC and B1G.

Football only model
28-36 teams with the top 14 competing in the top tier and the rest competing in the bottom each season. Each tier has two divisions (determined from previous years standing) with only 6 games (top tier) determining the division winners. The remaining conference games (3-4) are scheduled against bottom tier teams from your region to reduce travel.

Championship week includes

Tier 1 division champions play for conference title
Tier 1 division 6th place matchup to avoid relegation
Tier 2 division champions play for tier 2 championship (accepted for CFP consideration as G5)
Tier 2 division 2nd place matchup for final promotion slot


TV rights across all time zones with a 70/30 split in TV funding to keep Tier 1 teams on par with SEC/B1G.

That would not help because it still would not generate enough revenue to make up the gap with the Big Ten and SEC.

With a 70/30 split, tier 1 teams would easily be competitive. The difference is only 6-8 schools who could remain in Tier 1 consistently would benefit instead of 16 in the SEC/B1G.

No it wouldn't. None of the networks are gong to pay that kind of money when some if the teams they want in the top division get relegated.

Plus, these other schools aren't going to leave their current conferences, where they get guaranteed money every year, for this scheme where they get relegated and loose tens of millions of dollars.

It's a fun concept, but unfortunately it's not necessarily how well a team performs any given year, it's how much they invest in the sport, its infrastructure, and fan and alumni base that is separating the conferences right now.

Big, loud stadiums full of vigor and emotion is what drives the media wagon. The SEC will have 15 out of 16 programs fit here, the B1G 14 of 16, the ACC 7 of 14. Conferences can make do with 1 or 2 outliers - we are stuck with half of the league being in this position, which is why bridging the gap is so difficult under our current structure and scheduling.
