And just as with holding, refs' random enforcement of it, and quite honestly, flat-out refusal to call it at least half of the time, is changing the game itself. Consciously or not, it shapes both offensive and defensive schemes, game planning, play calling, outcomes, and nearly every aspect of the game. Pass coverage coaching may include "technique" like footwork, hips, eyes, etc., but in the end comes down to "do whatever you have to do to prevent your man from catching the ball". That includes grabbing, holding, pulling, pushing, bumping, etc., well before the ball arrives and without making any real attempt to catch or make a play on the ball. As a result, 80-90% of the technique goes out the window. Sadly, as long as refs fail at there jobs with zero accountability, the longer it will continue. I'm not sure refs even understand the rule, and I'm positive announcers don't have a clue as they offer all sorts of ridiculous, convoluted excuses when trying explain why it wasn't called or just claiming it was "good defense". I bring it up because we saw it several times in our game last night, and I just saw it on two consecutive plays in the end zone in the Vikings/Pats game.

There needs to be some sort of consistency with regards to what you can get away with if you're playing the ball. And honestly I'm not sure that you don't have to go so far as to institute a replay policy for penalties like this that could wind up being worth 50+ yards. Very often what looks like pass interference is just incidental contact when you see the replay, or vice versa. I hate recommending more instant replay because I cannot tell you how many times I see a questionable play, see the replay and know exactly what happened within 15 seconds, then have to wait an additional 20 seconds for them to decide to review it, and another 3-5 minutes for a commercial/review/decision. So if you're going to do it, you need another head ref for every game who is only watching replays as soon as plays are over that can radio down in 30 seconds or less and confirm/reverse the call.

Just don't know what those "re-play ofishuls" are doing in the booth--watching the recorded end of the "Heidi Game" from 1967 or what. I am clueless as to how they REPEATEDLY fail to see where a play must be reviewed.

I'd like to see 15 yds for defensive PI when defenders are attempting to play the ball, and at spot of penalty when defenders are pulling down or yanking receivers. That said, I have no confidence the refs can get it right and their judgement on close plays while difficult is not inspiring.

and offensive shouldering into forwards. They've made it totally arbitrary so that both games can be completely completely controlled by ref's arbitrary calls.

It should be a point of emphasis going forward and refs should be trained and then expected to make the right call.
