I'd be very happy to see capital gains taxes increase. It's especially critical for hedge fund managers and others who use the capital gains rate as a way to avoid the rates the rest of us pay on income, but in general I'm in favor of taxing investment income more highly than income people labor for. Having done both--worked for money and watched it appear through investments--I know which one I get more angry at being taxed on. The "it's my money!" reaction is far stronger when it's the money I've spent my working day earning.

It won't hurt the little old guy with their 401(k) unless they're making hedge-fund levels of capital gains on their annual investment profits, which precludes them from being a "little old guy."

Yes, you must be recalling Trump's balanced budget that just went away in January 2021. Darn those Dems!
You make a good point about the benefits of giving a tax break on inherited investments, but on the other hand I really don't care if rich kids don't get to inherit things tax-free. Considering where the estate tax line is currently drawn (approximately eleventy bazillion dollars), we are only talking about stupidly rich people.

Any of y’all ever receive any inheritance and pay capital gains taxes in that?
I’m no hedge fund manager and I lost a lot in that ordeal
Needs to be targeted at “real” capital gains if not already. I haven’t read anything on it
