Miss State question

I always thought it was an NCAA rules that artificial noise makers are not allowed in stadiums. Am I wrong? If not, then why is Mississippi State allowed to have those stupid cowbells? And if it's not a rule, why don't other schools allow noise makers into their Stadiums?
