That is really the jist. If you do it TO a texas player, it is unsportsmanlike penalty.
However, it seems like they want to give it the "texas treatment"and generally ban it. But as I read it, it seems like you can potentially horns down as long as it is not directed AT a player. But it is one of those things that you kinda have to judge because TL16 "mocked" the entire South Carolina bench, coaching staff, and half of the stadium with a "stare"... but texas being texas will rant and rave over any use like a OU player directing to the OU fans... because that is how centrist texas is in the B12
I mean if I was any other team in the b12 I would create a hornsdown mascot. Or better this
