it sounds like you still don't know what an internet meme is. it's basically just the internet version of a running joke. it doesn't necessarily have to be offensive.
calling "germans" for a repost is an internet meme.

I too am old, and sometimes glad of it. I still don't know what the letters meme stand for. Is it the word me repeated twice, or does it stand for something else? Help me out here.

The word meme is a shortening (modeled on gene) of mimeme (from Ancient Greek ?????? Greek pronunciation: [mí?m??ma] m?m?ma, "imitated thing", from ????????? mimeisthai, "to imitate", from ????? mimos "mime")[4] and it was coined by the British evolutionary biologist Richard Dawkins in The Selfish Gene (1976)[1][5] as a concept for discussion of evolutionary principles in explaining the spread of ideas and cultural phenomena.

it wasn't a rant. fhritp comes from a video that someone made where a guy grabs the microphone from a supposed news reporter and says that.
after people watched the video, the phrase spread. that's what an internet meme is.
if you remember the bud light "wazzup" commercial, and how a lot of people started saying "wazzup" after the commercial became popular, its pretty similar to that. except in this case, its from the internet and not a beer commercial, and it's also really vulgar.

Yeah - I still don't know what a meme is - but I do know how an 8-track tape sounded, or a 78, 33, or 45 rpm record sounded, and what a black-and-white tv looked like, and how to manually change the channel on the tv, and how to adjust the rabbit ears (they were used with the TV), and how to play checkers, chess, Monopoly, and tiddlywinks...oh wait
