How can "holding on the return" be called on a fair catch?

by rule there is no return on a fair catch so how can a player hold on the "return"

a defender can hold the coverage man from running down the field to cover.

OK. thanks. So it is holding on the receiving team and not holding on the return. I guess the ref called it right and just announced it wrong.

He was just trying to figure out some reason to justify having thrown the flag. They did that a lot last night.

Once the punter punts the ball we can be called for holding while the ball is in the air.
