Is it an actual knob or is it a cover for wires? If it is a knob then it is for outdoor lighting I would think. I have seen similar on landscape lighting and also on pillars where people decide to attach a light (such as driveway entrance lights and so on.) If it is a potentiometer (an adjustable knob) then it is for something that is installed or was previously installed, which is most likely lighting. A wire tap could be for just about anything that someone may want/or thought about installing.

**edit** saw previous poster's message about a photocell. That is a possibility too. Didn't think of that.
