I've always hated Biden, but his use of accurate intelligence to telegraph Putin's moves and the way he worked with our European allies over the last few weeks has really improved my opinion of him.

I can't imagine anyone honestly thinks Biden is applying known principles to a complex situation involving multiple players, and then assessing the alternatives that result. I can't know exactly what his degeneration is, but it is obvious. And he was weird on his best day.
Years ago the CIA did a psych analysis of Putin and came up with an interesting profile. One can argue cancelling the pipeline all day, but it was an ideological decision that did not recognize the risks Putin represented. Biden doesn't seem capable now of managing all those factors.
