Follow the Constitution or let's just do away with all Constitutions and Government doctrines totally eliminating Governments around the world. Make it a strongest and smartest survive world with gangs and clans roaming freely taking what they want.

I read the IG report and it is talking about balance sheet journal valuation entries. Sounds to me like their financial tracking system was creating a lot of balance sheet errors and they processed corrections without figuring out the underlying cause and recording details for each adjustment.
That's not at all the same as "spending" that amount of money. That would be easily seen on cash/budget outlays.

I'm not claiming to understand how government accounts work, but I'm pretty sure they still use back accounts, or the like, for payments.
With JV entries and corrections it's normally that your transactions have incorrect GL account coding or something like that, which cause your balance sheet accounts to get screwed up.
What I'm saying is that it read to me like the accounting was screwed up but not that that actual amount of money had been spent without anyone knowing.
As a simplified example, of you said there was $1000 of JV entries. That could be 10 off-setting entries of $100...the net impact could be $0 but there would be $1000 worth of entries.

tax dollars with little to no accountability.
The amount of Government cash that was thrown around in Afghanistan and Iraq for the past 20 years will never be fully accounted for. During OIF (the initial invasion) - the Army was throwing money at Iraq problems like there was no tomorrow.
After the fall of the Hussein regime, just about every Army unit was encouraged to engage with local Iraqi administrators in their area to find out their "critical needs" and from that point it became a spending spree. As we transitioned from combat to stability operations General Petraeus (a 2 star at the time) coined the phrase that "Money is ammo" - and let me tell you the money flowed freely into every perceived Iraqi/Afghanistan problem for the next 20 years. I have no doubts that there are some Iraqi "administrators" that are now millionaires from US tax dollars.
