13 players from the portal is probably well below average nowadays. ND only has 2 transfers starting on offense and 2 transfers starting on defense.

All but one (Riley Leonard) of Notre Dame players came in this year as graduate students. I think Collins got his degree from Clemson if I'm not mistaken. They very rarely take transfers who are undergraduates. Originally, before the transfer portal really became a thing, players could transfer after they graduated and play at another school without sitting out a year, if they had another year of eligibility. This is basically what they are continuing to do.
